In a world grappling with escalating conflicts, poverty, and climate crises, the need for a unified approach to peace and stability has never been more urgent. I am pleased to present a bold initiative titled the “Global Test Decade”—a ten-year global effort dedicated to resolving active conflicts, addressing pressing challenges like poverty and climate change, and fostering sustainable peace.
With the endorsement and oversight of the United Nations, this initiative will commence on August 1, 2025. During this decade, all ongoing local and international conflicts will be subjected to a structured framework designed to freeze hostilities, promote dialogue and negotiation, and create a foundation for lasting peace. The ultimate goal is to cultivate a collaborative global environment that prioritizes conflict resolution, humanitarian well-being, and long-term stability. Below, I present the draft of the Global Test Decade Proposal for consideration and discussion:
Global Test Decade Proposal
Objective: To create a decade-long period focused on resolving conflicts and addressing global issues, including poverty and climate challenges. With the United Nations’ approval, starting on August 1, 2025, all active conflicts—local and international—will enter a “Global Test Decade,” during which specific measures will be enforced to freeze conflicts, encourage negotiation, and foster peace.
Conflict Resolution Process
1. Negotiation Deadline: By August 1, 2025, parties in active conflicts must initiate negotiations to seek a resolution.
2. Settlement Terms: Negotiations should aim to achieve a balanced compromise, with both parties willing to meet halfway wherever feasible. For conflicts where a 50/50 concession is not realistic, a phased or customized compromise may be pursued, guided by mediators to ensure fairness and feasibility. Mediators may include any neutral country, preferably not in the region of conflicting countries.
3. Deterrent for Non-Compliance: If parties refuse reasonable terms without legitimate grounds, the conflict may remain frozen for up to 50 years, subject to periodic reviews every decade to reconsider resolution possibilities.
Conflict-Freezing Mechanism
1. Initial Freeze Period: Conflicts unresolved by the negotiation deadline will be suspended for an initial ten-year period. During this time, no military escalations or unilateral actions may take place, overseen by a designated UN Peace Oversight Committee.
2. Periodic Negotiation Rounds: Throughout the freeze, biennial negotiation sessions will be required, supported by neutral mediators to encourage progress. If parties make measurable progress, the freeze duration may be adjusted or lifted earlier.
3. International Monitoring and Support: The United Nations will establish a Peace Oversight Committee to ensure adherence to the freeze terms and support negotiations. This committee will also provide periodic updates to the General Assembly on progress and challenges.
Incentives for Resolution
- Security Council Incentive: Nations successfully resolving long-standing disputes within the “Global Test Decade” may qualify for an honorary, non-veto permanent seat on the UN Security Council. This incentive would signal their contribution to global peace and may include additional privileges, such as increased development support and participation in key peace-building discussions.
- Additional Development Support: Nations that resolve conflicts may also qualify for international aid packages, prioritizing economic development, poverty reduction, and sustainable infrastructure projects.
Accountability and Responsibility Clause
In the event that the “Global Test Decade” proposal is not approved by UN member states, or is vetoed by any country, the United Nations shall note this in its records. Responsibility for inaction would lie with the vetoing or non-approving states, recognizing that the initiative was presented as an opportunity for global peace.
Goal
This proposal aims to establish a peaceful period for conflict resolution, allowing countries to focus on crucial global issues like poverty reduction, economic development, and climate resilience. By freezing conflicts and incentivizing peaceful resolution, the “Global Test Decade” seeks to foster an era of cooperation and collective progress.
The success of the UN initiative of Test Decade would ultimately enable the UN to initiate a proposal for peaceful destruction of nuclear arsenals throughout the globe, resulting in the world being free from nuclear weapons with a universal monitoring system.
